The German National Hydrogen Council

The role of the German National Hydrogen Council (Nationaler Wasserstoffrat, NWR) is to advise the German Federal Government on the further development of hydrogen policy to achieve Germany's goal of climate neutrality by 2045, with a particular focus on issues relating to hydrogen, its derivatives and other molecules, as well as their system-friendliness. The NWR is appointed by the German government for the duration of a legislative term and acts as an independent, non-partisan advisory board. The board consists of high-ranking experts in the fields of economy, science and civil society.

Members

Members of the NWR possess expertise across all areas of the hydrogen value chain and hold leadership positions within their respective organisations. They are appointed by the Federal Ministry for Economic Affairs and Energy (BMWE) in consultation with the Federal Ministry for Research, Technology and Space (BMFTR), the Federal Ministry for Transport (BMV), the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), and the Federal Ministry for Economic Cooperation and Development (BMZ). Statutes

The activities of the NWR, in particular its cooperation with the Federal Government, as well as the appointment of its members and the work of the NWR Coordination Office, are governed by the NWR Statutes of 1 July 2026 (available in German only).
